Environmentalists oppose a plan that would loosen requirements for using reformulated gas in southeastern Wisconsin.But the Wisconsin Congressmember behind the proposal says states need flexibility in enforcing the use of what are known as boutique fuels to prevent sudden spikes in gas prices.Gil Halsted reports.
