Flynn Says Habitual Offenders Accessing Guns Is Linked With High Number Of Homicides

Milwaukee Police Chief Ed Flynn says some habitual lawbreakers are being given concealed carry permits in Wisconsin.

The law prevents convicted felons from getting a state permit to carry a concealed weapon, but Flynn said people who commit three or more misdemeanors within five years are obtaining permits. He said Milwaukee police recently caught up with an offender who had three guns.

“One gun, we found out when we seized it, had been used in a homicide. Another gun he had on him turned out to be stolen, so we ended up in the jackpot. And the third gun he had lawfully bought, so theoretically it can be returned to him someday,” said Flynn.

Flynn said habitual offenders getting access to legal guns is one of the reasons Milwaukee continues to struggle with a high number of gun homicides.
