Construction Of 54-Unit Apartment Complex Underway In Superior

Development Chips Away At Housing Demand In City

Duluth’s P&R Properties is working on building a 54-unit apartment complex in Superior. The apartments will be a mixture of 26 one-bedroom and 28 two-bedroom rentals.

Jason Serck, Superior ports and planning director, said the roughly $6.5-million project is a step toward fulfilling the housing needs in Superior. He said a 2015 study found the city needs to build around 200 housing units each year through 2025 to meet demand.

“I’m hoping that it will free up some entry level single-family homes for families — maybe first time home-buyers that are looking — to free those up,” he said. “I’m also hoping it will spur other developments of similar nature, not only in maybe multi-family units, market rate, but also potentially kind of to spur our single-family home ownership, as well as construction.”

Serck said the city has contributed around $250,000 to the project. He said some of the main challenges developers face in the city include financing and availability of land that is shovel-ready.

Serck said he hopes this project will motivate other developers to invest in Superior.

“I’d like to see at least 50 units a year for the next 10 years to be developed,” he said. “That could be a combination of apartments and single-family homes, as well as another need that we have are duplexes, as well as condos. We don’t have heck of a lot of those and those are areas were we could use some additional investment.”

Brianna Wahl, property manager with P&R Properties, said they have all necessary permits for the project and construction is already underway.

“We are already renting out the units so people who want to rent for next year,” he said. “The project is set to be completed as of July 1.”

Wahl said one-bedroom rentals will start at $950 per month and two-bedroom rentals will go for $1225 per month.
