Business groups told a panel of state lawmakers yesterday that the Governor’s proposal to change Wisconsin’s rules for civil lawsuits will create a climate for economic growth.But the plan drew an emotional rebuke from people who have used the current system to sue nursing homes or other businesses for actions that they say killed or injured their loved ones.
