Governor says collective bargaining changes already helping schools

Governor Scott Walker says the new restrictions on collective bargaining rights for public employees are already resulting in balanced budgets for cities and school districts. But teacher’s unions andlocal school officials don’t see it that way. Gilman Halsted reports.
