Wisconsin taking steps to keep mentally ill out of traditional criminal justice system

A task force appointed by the Wisconsin Supreme Court is calling on local governments to do a better job of keeping the mentally ill from falling through the cracks in the criminal justice system.Gil Halsted reports.
