A plan that would lead to major cuts in mercury emissions from Wisconsin’s largest industrial source of the pollutant is scheduled for action today (1/11) by the Public Service Commission.One national group says it would be one of the biggest swaps of electricity rates for environmental improvement.Chuck Quirmbach reports….
