Ground has been broken in Jefferson on what will apparently become Wisconsin’s largest ethanol production plant. Governor Doyle is helping the plant with a state loan, and he’s bragging about his record promoting ethanol. But the fuel remains very controversial. Chuck Quirmbach reports….
