Gov. Scott Walker will be sworn in to a second term on Monday morning during an inauguration ceremony at the Wisconsin state Capitol.
Walker’s inauguration speech four years ago included a call for a return to frugality in government, quoting from the state constitution to drive home his point. He also used the speech to announce a special session, urging lawmakers to act swiftly on bills that would cut taxes, change the rules for lawsuits, and create the new Wisconsin Economic Development Corporation.
Missing from Walker’s speech four years ago was any mention of his bill to effectively end collective bargaining for most public employees, a plan the governor would unveil about a month later.

Walker’s speech will come as he’s asking the Legislature to move faster than usual on the budget, even as some lawmakers are keen to discuss right-to-work legislation. It also comes as Walker is openly considering a bid for the White House.
