A new poll of 2,200 adults by Morning Consult conducted after Hurricane Maria hit Puerto Rico, a U.S. commonwealth, found that only 54 percent of Americans know that people born in Puerto Rico are U.S. citizens. We talk with the author of “The Not-Quite States of America” about our nation’s relationship with the territory and others plus look to the future of the nation’s territories?
