Wind Chill bill on abuse of animals gains support

Four years ago, a horse rescued from a field near Superior in 50 below zero wind chills caught the concern of people around the country. Now, the Wind Chill animal neglect and abuse bill is making its way through the State Assembly. Mike Simonson reports from Superior.
