The state Supreme Court yesterday reinstated Governor Scott Walker’s controversial plan to limit public employee union bargaining rights.The ruling vacated a lower court’s decision blocking the plan on the grounds that legislators broke the open meetings law when they passed it.While Republicans called the decision a vindication, a dissenting justice said it was full of errors and had a partisan slant.Shawn Johnson reports.
