State Assembly accidently passes recusal amendment

The state Assembly has approved a constitutional amendment this week that would impose strict rules requiring judges to recuse themselves from cases where they have a real or perceived conflict of interest. But as Gilman Halsted reports that’s not what the Republican majority meant to do.
