Gov’s pay plan for Wisconsin state employees would freeze cost of living raises for two years

State employees would receive no cost of living raises for the next two years under a pay plan introduced by Governor Scott Walker. As Shawn Johnson reports, it would also giveWalker’s administration the final say over when and whether to grant merit raises.
