Governor Walker targets collective bargaining in budget repair plan

Governor Scott Walker says he won’t negotiate with unions over his plan to strip all state and local employees of the right to collectively bargain for their health care and pensions.Walker called on lawmakers to approve the plan quickly, saying if they don’t it could mean mass layoffs of public workers.As Shawn Johnson reports, Democrats and unions called it a radical departure from decades of labor peace in Wisconsin.
