Tom is one of two 18-year-olds from northern Israel spending a year in Milwaukee through Shin Shins, an exchange program between the Milwaukee Jewish Federation and the Jewish Agency for Israel. Tom, identified only by her first name out of concern for her personal safety, is from Moshavat Kinneret, a small community southwest of the Sea of Galilee in northeast Israel.
