Richard J. Phelps convened the drafting committee and coordinated the politics of passage for the 1970s reform of Wisconsin’s juvenile justice system and initiated the creation of the Wisconsin Youth Aids formula. Phelps cofounded and directed the Youth Policy and Law Center from 1976 to 1983. He lives in Madison.
