Phil Rocco is assistant professor of political science at Marquette University. He is the co-author of “Obamacare Wars: Federalism, State Politics, and the Affordable Care Act” and the author of “Counting Like a State: How Intergovernmental Partnerships Shaped the 2020 US Census.”
