Phil Gurtler is a lieutenant in the U.S. Coast Guard and public affairs officer for the Ninth Coast Guard District, which is responsible for all Coast Guard operations on and surrounding the Great Lakes. He is based at the Ninth Coast Guard District Command Center in Cleveland, Ohio.
