Michael Phillips is a labor and employment attorney for the Wisconsin Education Association Council (WEAC). He is son of Velvalea Rodgers “Vel” Phillips a Wisconsin attorney and civil rights leader in Milwaukee. She served as a local official and judge in Milwaukee and became the first African-American woman to serve as Wisconsin’s Secretary of State.
