David Freeman is considered a pioneer of energy policy. He was one of the architects of the EPA under the Nixon administration. He was appointed by President Jimmy Carter as head of the Tennessee Valley Authority. He spent 30 years as the CEO of major public utilities in Texas, California, and New York.
