The Wisconsin Paper Council says the state must change the way it taxes and regulates mills or risk losing high-wage jobs to other states.The Council released a report that calls for changes in the way paper makers are taxed.It also recommends changes in the way environmental regulations are enforced.Patty Murray reports.
