WPS Says Merger Will Lower Utility Rates, But Doubts Remain

Wisconsin Public Service is merging with a Chicago company. A major portion of the new company will be headquartered in Chicago. Beyond that, company executives say customers will still get good service. And they say the merger will help keep a lid on rate hikes.
