A new study by one of the leading criminal justice think tanks in the country includes some radical reform proposals the authors say could cut the country’s prison population in half. But a U-W law school professor who ran Wisconsin’s prisons in the 1980’s says itwill take a much more measured approach to reverse the spiralling incarceration rate. Gil Halsted reports….
