Wisconsin’s attorney general calls a federal plan for controlling mercury pollution frompower plants “illegal and just plain wrong.” Monday Peg Lautenschlager and attorneys general from 9 other states filed formal comments challenging proposed rules of the U-S Environmental Protection Agency.
