Some Wisconsin cities worry schools, fire and police services could suffer at the expense of a recycling tax exemption.In 2005 a Court ruling expanded the scope of a state law that was aimed at giving recyclers a tax break.But the Wisconsin Alliance of Cities says large businesses like paper mills are now applying for it.Patty Murray reports…
