A former Navy Lieutenant from Chippewa county is being detained in Madison on charges of illegally possessing two machine guns. But David Carmel could face more charges after a grand jury meets on Thursday to review the results of a federal raid on his property that turned up more than 70 machine guns and a cache of other military equipment.
