The legislature’s Joint Finance Committee is grappling with “great and small” budget items. One program that’s scheduled to come under scrutiny is the so-called “Puppy Protection Act.”Lawmakers must decide if the state can afford to regulate and inspect pet breeders.Some animal lovers say Wisconsin can’t afford NOT to move forward with the Puppy Protection Act.Patty Murray reports.
