Proof of Citizenship a Burden For States

States are struggling to comply with a new federal law requiring anyone getting Medicaid to show proof of citizenship. The new rules requiring a birth certificate or passport start July 1st. Ohio and California say staff won’t be ready by then; those states intend to ignore the deadline and risk possible penalites.
