A state audit shows lottery ticket sales didn’t go up as much as the Wisconsin Department of Revenue hoped. Sales of online and instant tickets went up nearly 2 percent. That’s less than estimated. And lottery EXPENSES went up; because of more prize money paid out. Shamane Mills reports…
