In La Crosse, there’s widespread speculation that a serial killer may be reponsible for a string of drownings in that city over the last seven years.The body of the latest victim was found yesterday.But police continue to insist there’s been no foul play.Those assurances don’t appease some skeptics.Terry Bell reports…
