The House of Representatives voted today to lend Detroits auto makers 15-billion dollars to stave off bankruptcy.A Wisconsin Congressman says he voted against the measure.Steve Kagen held out because the private equity firm that owns Chrysler has also recently shut down two paper mills in his district.Patty Murray reports…
