Wisconsin is ready to take control of the Fox River Locks system.Governor Doyle announced yesterday that the state has the money it needs to uphold its end of a transfer bargain with the Army Corps of Engineers.That comes as good news to groups that promote tourism in the Fox Valley.But some fishing groups think opening the locks could make healthy lakes vulnerable to unwanted visitors.Patty Murray reports…
