The U.S. Army Corps of Engineers plans to build several new locks to improve shipping on the Upper Mississippi River, which they say are badly needed.However, several environmental groups want Congress to cancel lock construction and fully fund river restoration projects instead.They point to a new report that says the projected economic benefit of building new locks is way overblown.Danielle Kaeding reports…
