Governor Jim Doyle laid out a state spending plan last night that would use targeted tax and fee increases to expand health care coverage and spend more on schools and roads.Doyle called it a budget for the middle class… and for those trying to get there.But Republicans immediately accused the governor of forgetting about already overburdened taxpayers.They also promised to fight Doyle’s plan in the legislature.Wisconsin Public Radio’s Shawn Johnson reports…
