Deficit Spending Could Be Illegal

An item in Wisconsin budget will make it illegal for lawmakers to go into deficit spending.If approved, the measure won’t go into effect until 2005.Supporters say it will take at least that long for the legislature to agree on spending cuts that could total more than 2-point-eight-billion dollars.Patty Murray reports.
