Crime Victims Shortchanged by Deficit

State Parole agents say the state budget deficit is making it harder to collect restitution fees from offenders on parole. Agents say they’re they’re spending more time collecting “supervision” fees,and crime victims are being shortchanged. Gil Halsted reports.
