A Wisconsin utility has started some preliminary engineering on a giant proposed powerline from Duluth to Wausau.And, it’s experiencing its first legal battles with people who don’t want the line going through their land.An opposition group accuses the utility of using questionable legal tactics.Benson Gardner reports.
