A rivers watchdog group says proposed budget cuts could threaten water quality in the state.Governor Jim Doyle’s budget includes $275 million to increase the number of water regulators who review permits for new building projects. Republicans on the joint finance committee are considering cutting some or all of those funds to help balance the budget.
