Milwaukee police are asking Higgins to drop the girl off at a safe location, such a relative’s home, fire station or hospital.

The alert said Higgins might be traveling in a black or blue SUV. He was previously linked to a black Cadillac SUV with the Florida license plate HVC-Z95, but police said that vehicle has been found. He has ties to Florida and Las Vegas.

According to the alert, Higgins is a 34-year-old man with facial tattoos and a beard. Authorities said he should be considered armed and dangerous and shouldn’t be approached. They said that anyone with information should contact the Milwaukee Police Department.
