The City of Beloit has placed its two top-ranking police officers on administrative leave, as the city launches an internal investigation into “questions of leadership.”
The officers on leave are Police Chief Norm Jacobs and Deputy Chief Tom Dunking. The move comes after a department review found “serious questions of leadership and management” of the Police Department. A press release from City Manager Lori Curtis Luther didn’t specify what those questions were.
In February, the city council unanimously approved spending nearly $130,000 for a third-party consulting firm to study employee morale and productivity. The city says that report is not available to the public now because of the internal investigation.

David Zibolski has been sworn in as interim police chief for Beloit. According to the city’s release, Zibolski has worked with the Wisconsin Department of Justice and served as a police captain with the Milwaukee Police Department.
