Not all counties effective in reducing tobacco sales to minors

Sales of tobacco to underage persons have dropped for the fourth consecutive year in Dane County. However, undercover stings done in other parts of the state show illegal purchases by minors account for one third of all tobacco sales. Shamane Mills reports.
