Low enrollment in new federal high-risk insurance pool

Enrollment in a high risk insurance pool in Wisconsin funded by the federal government is lower than expected. Low participation has eased concerns that the program will run out of money but high health costs mean there probably won’t be funds left over. Shamane Mills reports.
