School districts release early lay-off notices

Monday was the deadline for many school districts to send out preliminary termination notices to teachers. But the president of the Wisconsin Education Association Council or WEAC says that some districts are abusing the process by neglecting their collective bargaining agreements. Teresa Shipley reports.
