Democratic U.S. Senate candidate Russ Feingold says incumbent Republican Sen. Ron Johnson is trying to “fool” voters by not endorsing apparent GOP presidential nominee Donald Trump.

On Sunday, Johnson said he will “support” but not “endorse” the billionaire real estate mogul, and that, to him, the words mean two very different things.

Trump has been a polarizing political figure for many Wisconsin Republicans.

Feingold, who is looking to reclaim his old Senate seat after losing to Johnson in 2010, called the move an “insider game,” and an attempt to please Republicans who support Trump as well as those who fall in the “Never Trump” camp.

“It’s the ultimate Washington insider, trying to keep his seat in the Senate by somehow trying to fool the people that don’t like Trump into thinking he’s not really for him, but trying to fool the people that are for Trump that he’s with them,” Feingold said.

Feingold has not said whether he supports Hillary Clinton or Bernie Sanders in the Democratic presidential race, though he has said he’ll endorse whoever the Democratic nominee turns out to be.
