On Friday it’s been 86 days since the Category 5 Hurricane Maria hit Puerto Rico. The unincorporated U.S. territory is in the middle of the largest blackout in American history, and conditions are still very poor on the island. We talk to an expert about what things are like on the ground in Puerto Rico and what he thinks the federal government should do to help.
