Congress has failed to reauthorize the Farm Bill, and it isn’t up for a new vote until late June. Our guest is a political scientist who says lawmakers torpedoed the legislation for a variety of reasons, not because of the ongoing immigration debate. He explains what it means that a massive, traditionally bipartisan bill is struggling on Capitol Hills.
