November 2 at 10 a.m., Wisconsin Public Radio’s Route 51 examines the ongoing problems and continuing acts of violence at Wisconsin’s youth prisons, the Lincoln Hills School for Boys and Copper Lake School for Girls in Irma. Host Glen Moberg will moderate a discussion with Pandora Lobacz, a teacher at the Lincoln Hills facility who was beaten unconscious by an inmate there on October 11, and Doug Curtis, retired youth counselor and current union representative for some staff members. The program will also feature comments by Marsha Levick, Deputy Director and Chief Counsel at the Juvenile Law Center, which joined the ACLU in a lawsuit over the conditions at Lincoln Hills. In July, a federal judge restricted the use of handcuffs, shackles, pepper spray and solitary confinement at the facility, saying their use violated the Constitution’s ban on cruel and unusual punishment.
