State regulators are raising some yellow flags about a plan to create Wisconsin’s largest coal-fired power plant. The Department of Natural Resources and Public Service Commission have completed a draft environmental impact statement for WE Energies’ proposal to build a major expansion of its electricity generating plant at Oak Creek.
