Governor Doyle signed legislation yesterday that may increase the number of women giving birth at home. Some doctors call it step in an unsafe direction. But supporters say it will boost the ranks of qualified midwives, who can serve mothers who prefer home birth, to a hospital delivery. Gil Halsted reports…
